Digital TV transition may leave low-income rural viewers in the darkWith the upcoming government coerced transition from analog TV signal to digital signal many rural residents may learn that they will not be able to receive some or even any of the channels they formerly were able to receive on their television sets using a regular antenna. This situation may force residents barely able to afford groceries and a full tank of gas or home heating fuel, to have to invest in expensive cable or satellite dish receivers just to be able to watch TV. This could actually create a social crisis as we all depend on TV for important weather and news information and alerts. Have you found problems receiving TV signals since either buying a digital TV or began using a converter box? Remember, with the creation of TV transmission, the law stated that the airwaves, those used for Television & radio transmission, are meant to be free and available to the public. Yet the new law will require many people to have to purchase a method that will often be costly beyond fair reason.

WASHINGTON (Reuters) - U.S. officials are facing a potential glitch in a program designed to help television viewers make the switch to digital TV next year.
A Commerce Department official told House lawmakers that more money might be needed to mail out all the $40 government coupons that will be available to subsidize converter boxes that some TV owners will need for the February 2009 switchover.
Bernadette McGuire-Rivera, associate director of the National Telecommunications and Information Administration, said at a hearing that it was possible the agency "would have to get more money, basically to buy more stamps to send out coupons."
"This sounds like it could be a big problem here," Rep. Edward Markey, chairman of the House Subcommittee on Telecommunications and the Internet, said at the hearing before the panel.
The NTIA is an arm of the Commerce Department that is overseeing the converter box program.
Congress ordered the February 17, 2009 switch to digital television to free public airwaves for other uses, such as for police and fire departments. The switch also is to lead to improved picture and sound for TV viewers.
The transition is being closely watched because owners of analog televisions will be unable to watch television unless they subscribe to satellite or digital cable, replace their TV with a digital television by that date, or get a converter box.
The federal government is subsidizing the cost of buying a digital-analog converter box by offering the $40 discount coupons to anyone who owns an analog television. The $1.5 billion program has enough funding to subsidize as many as 33.5 million converter boxes.
The converter box coupons expire if they are not redeemed within 90 days.
More than 100 retailers have been certified to participate in the converter box program, including Best Buy Co Inc (BBY.N), Circuit City Stores Inc (CC.N), RadioShack Corp (RSH.N), Sears Holdings Corp (SHLD.O), Target Corp (TGT.N) and Wal-Mart Stores Inc (WMT.N).
The government began mailing coupons on February 21. As of June 3, it had received requests for more than 16 million coupons, McGuire-Rivera said in a prepared statement.
But extra coupon mailings could be needed because many people who applied for them did not use them before they expired.
Only 42 percent of the coupons sought by consumers were being redeemed before they expired, according to NTIA figures.
Funds for expired, unredeemed coupons are being returned to the subsidy program and will be available so more coupons can be mailed.
But McGuire-Rivera said, "The program currently has limited administrative funds to distribute additional numbers of coupons that might be issued from the returned funds."
The NTIA issued a statement after the hearing saying it "has no plans to ask Congress for any additional funds."
A more accurate forecast of the costs would be possible sometime after July 1, when NTIA gets further redemption information.

Get Fit without Joining a GymIt's my opinion and in my experience, if you are seeking to improve your fitness level or lose weight, so much of that can be done with a much smaller investment in just a few items to create your own home gym that suits your specific physical needs. Also consider daily walking of ten minutes or more, practicing yoga and stretching (stretching properly is most important before and after exercising), get a friend or your spouse or kid involved to have a nearby work-out buddy, drink lots of your own good Floyd County water and stop stuffing your face with junk foods and just plain get off your butt more often. Use a push mower sometimes instead of that riding mower. Most people do not utilize fitness center memberships beyond a limited degree and end up wasting their money. Do it at home! Above all and first of all, make certain you are healthy enough to undertake any new fitness related activity. Check with your doctor first!!

Frank was born in Ashland, Ky., in the Ohio River Valley.
His fourth great-grandfather was Moses Stepp, a Revolutionary War soldier who upon settling in Eastern Kentucky was promptly captured by Native Americans and nailed by his ears to a tree.
To escape, he had to rip his own ears off and flee through the woods.
Frank is chairman of his kids' school board, and a member of his diocesan school board, the Downtown Norfolk Council, the Transportation Marketing Communications Association, the Public Relations Society of America, the Norfolk & Western Historical Society, and a number of genealogical societies.

STOP ILLEGAL ATV USE!!
Illegal ATV riders threaten legal drivers' safety on Floyd's Country roads.

FCIV has received countless emails from county residents having either close calls with illegal ATV riders on our county and state roads or being annoyed by their high speed racing up and down private lanes and otherwise peaceful nooks around the county at all hours of the day and night.. Others report ATV'ers have run over pets and to avoid hitting these reckless and careless ATV'ers, forced cars off the road. Illegal use ATV'ers are not opposed to trespassing as they have been reported to have driven through yards and over flower beds, destroyed nursery stock, damaged hay fields or through streams and creeks killing frogs, turtles and fish and polluting the water with dripping oil or other chemicals from the machines. It is both a county law and state law that makes it illegal for ATV's to be driven on county or state roadways other than to cross them from one property to another.
Please note, if you have an accident with one of them or because of one of these illegal riders, it is you and your own insurance company that will bear the full cost of the trouble as these ATVs are not insured as a car or truck is. You bear the full financial responsibility.
Emails repeat over and over how so many of these ATV's are being driven at full-tilt speed and they often have more than one person aboard and rarely is either wearing a helmet, another law requirement.
When witnessing illegal ATV activity, please complain to the sheriff's department. Do not call 911, but call 745-9334 and tell them you want to file a report about illegal ATV usage.
Nearly all of our residents now have digital cameras and/or cell phones with digital cameras.
Whenever you see anyone riding an ATV illegally, take pictures of them!! And continue lodging your complaints with the authorities.

Be prepared for another hit at your quality of basic life needs. AEP and Appalachian Power will be jacking up our electric fees by as much as 25%!
Floyd County is being targeted by non-local websites. These sites with "Floyd County" related website titles (URL's) are posing as though they originate from Floyd, but they and their "owners" are not directly connected to, from or with Floyd County, except to attract income.. Many of these websites are soliciting advertising from local businesses.
Let's focus our support and loyalty locally, this includes supporting not only local businesses with storefronts and doorways, but support local websites and resident webmasters simply trying to make a living here at home. It's also sad to see some local businesses hire out of county web designers for their local websites. Supporting even nearby Blacksburg web designers contradicts local interests' own desires for local support.

or sell grass. More land in the United States is planted in turf--32
million acres--than in corn. The typical American lawn sucks up 10,000
gallons of supplemental water (non-rainwater) annually.....

Personal Opinion Floyd Property Values/Taxes In my personal opinion:
It has been confirmed by analysts throughout our country that the current housing crisis and related financial problems our country is now deeply engulfed in is primarily due to false and excessive values placed on homes and properties since the late 1990's.
These excessive values were made by the property appraisers who have nearly brought many Americans to the point of insolvency.
In 2009, these appraisers will be returning to our area to once again subjectively determine all of our properties' supposed value based on resale determinations.
Since, nation wide, most property values are crashing back down and approaching a somewhat closer semblance of reality and are no longer orbiting in the absurdly over-inflated prices encouraged by real estate appraisers and realtors seeking extravagant commissions, what will happen to our own extravagantly over-valued rates on most of Floyd County properties? Since our last property value increases, which, by the way, were determined by realtors in the sheepskins of appraisers, will our property taxes or rates be adjusted to conform to reality or will they remain the same or even worse? Or will they continue to be pushed to rise lofted upon the absurd bubble of delusion already set in place? And if so, will we all just sit back idly and allow them to continue bankrupting our economy and lives? - Matt Comer

Tips for Growing and Producing Flowers on Hydrangea
Hydrangea macrophylla, the pink and blue hydrangea are
commonly known as Big Leaf or Mophead.
Most of these bloom
in July or August in either blue or pink,
although a few varieties
are white.
If you have pink blooms and would like them to be blue, simply
amend the soil with aluminum sulfate.
Your local garden center
will have aluminum sulfate.
Apply it around plants that are at least two years old and be
sure to water the plants well before applying.
One tablespoon of aluminum sulfate per gallon of water is recommended,
and can be applied throughout the growing season.
Don't overdo it though. Too much can burn the roots and harm the plant.
If your soil is naturally acidic but you want pink hydrangea
blooms, a fertilizer high in phosphorus will prevent the plant
from taking up aluminum and the blooms will become pink.
Prune your macrophylla hydrangea right after they bloom.
They start producing flower buds for next year as soon as they
finishing blooming, so if you wait too late to trim them you'll
cut off the flower buds for next year.
PeeGee hydrangeas bloom white then turn pinkish.
PeeGee's bloom on the current years growth.
Therefore you can trim them
from the time they quit blooming until mid spring.
PeeGeeis hardy up to zone 3 and can also be trained into tree form.
Annabelle hydrangeas have white blooms that can reach up to
ten inches in diameter.
They also bloom on new growth so trim them just as you would PeeGee.
Oak Leaf hydrangeas like sun but they do not like wet feet.
They also bloom on old wood, and should be pruned after blooming
but before they start to make new buds in August.

There is also a former freecycle group in Floyd now functioning under a
different name offering online recycling connections as well.
FCIV does not support this group as it is a satellite of a centralize organization located in another state.
This is the same way freecycle began. And only one of its three "moderators" lives in Floyd.
FCIV encourages our neighbors and residents of Floyd County to honor and support truly local growers, artisans, businesses and organizations that are firmly rooted here in our home county.
If you would like to get involved within our own community and "share
the wealth" of worthwhile but unneeded goods and items, please look
into Floyd Sharecycle.
This is a free Floyd County service with other Floyd County residents.
But even if you decide not to join any online group, please recycle your items that can be used by others.
